In this episodes CDE Bruce ''breaks the code'' and tries to answer a controversial  question about disciplinary action and punishment for combatants and civilians. Dealing with the so called Varoyi, Vatengesi, Vapanduki and other big and petty offences .  Admittedly this was where all wrongs were made. Despite amnesty and reconciliation immunity, it would take time  for some woulds to heal.
